On the slack, unloaded side of the chain, preferably close to the driven sprocket. The sprocket can press the chain from the outside or the inside - it is important that it runs in the plane of the chain.

Can a sprocket with bearing transmit drive?

No. The bearing lets the sprocket rotate freely relative to the axle, so the sprocket only guides and tensions the chain. To transmit drive, choose a hub sprocket mounted on a keyed shaft.
